Post-Truth, Deceptive AI, and the Politics of East Asia|金九講座系列講座

拍攝日期:2026/05/15 主講人:Florian Alexander SCHNEIDER(Leiden University) Speech introduction In China, a number of young men become convinced they have caught HIV/AIDS, despite all medical evidence to the contrary – online, they find likeminded people who share their peculiar affliction. In Japan, when a typhoon hits Kansai airport, malicious rumours about the Taiwanese travellers stranded there drive a diplomat to suicide. And around the world, news readers marvel at the brutality of the North Korean regime, as false claims make the headlines that Kim Jung Un fed his uncle to the dogs. We live in societies shaped by rumours and conspiracy theories, and despite hopes that advances in ICT would create ‘see-for-yourself’ cultures in which citizens can ground their politics in easily accessible, verifiable facts, digital networks have instead become sites of struggles over beliefs and personal truths. Innovations in generative artificial intelligence seem to further amplify these trends, enabling new but often deceptive human-machine interactions. Drawing from his work on mis- and disinformation, and on digital politics more broadly, Florian Schneider asks what conflicts over information and meaning-making in digital Asia can tell us about politics in advanced networked societies. Using examples from East Asia, and especially the Chinese-speaking world, he argues that unverified information is part of near-ubiquitous political practices, and that corporate social media and AI threaten to amplify those practices in ways that lead to a decoupling of realities. Digital processes in East Asia are a crucial site for researching such practices, as the region features a long-standing engagement with polarized online debates and struggles over unverified digital information. This talk explores the anatomy of contested information, its genealogy across complex socio-technical systems, and its pathologies, that is: the way such information is a product of, and in turn produces, power in local and regional networks. The talk concludes with lessons from Taiwan, most notably the need for a calm, deliberate approach that emphasises personal interactions and empathy. About Florian Alexander Schneider Florian Schneider is Chair Professor of Modern China at the Leiden University Institute for Area Studies. He is managing editor of Asiascape: Digital Asia, academic director of the Leiden Asia Centre, and the author of several books, including: Studying Political Communication and Media in East Asia – A Playful Approach (Amsterdam University Press, 2025), Staging China: the Politics of Mass Spectacle (Leiden University Press, 2019, recipient of the ICAS Book Prize 2021 Accolades), and China’s Digital Nationalism (Oxford University Press, 2018). Advancing Precision Health in Taiwan: Leveraging Lessons from All of Us, UK Biobank, BioVU, and AGD 拍攝日期:2025/05/05 主講人:Dr. Yu Shyr, PhD(Professor and Chair, Dept of Biostatistics Vanderbilt University Medical Center) [摘要] Large-scale biobank initiatives like the U.S. All of Us Research Program, the UK Biobank, Vanderbilt’s BioVU, and Nashville Biosciences AGD are reshaping healthcare by integrating extensive genomic, clinical, and lifestyle data. These initiatives have delivered critical insights into disease risk, therapeutic targets, and population health patterns, while establishing best practices in participant recruitment, data governance, and ethical oversight. Through robust longitudinal analyses of diverse populations, they have paved the way toward more personalized and proactive healthcare. However, current biobanks underrepresent Asian populations, with insufficient whole-genome sequencing (WGS) data linked to de-identified electronic health records (EHR) from Asian individuals. This underrepresentation creates significant knowledge gaps, limiting global precision health strategies. Taiwan is uniquely positioned to address these gaps by leveraging insights from international biobanks to strengthen its national-level biorepositories. Establishing a comprehensive resource could accelerate precision health research in Taiwan, enable the identification of population-specific risk factors, optimize therapeutic approaches, and inform targeted health policies. Key strategies include modernizing regulatory frameworks, investing in secure and interoperable data infrastructure, fostering collaboration among academic, clinical, and industry stakeholders, and actively engaging local communities to build trust, encourage data sharing, and ensure sustained participation. This presentation outlines actionable steps for Taiwan, highlighting opportunities for international collaboration, data harmonization, and adaptable regulatory approaches. 拍攝日期:2025/05/22 主講人:楊敏盛 (敏盛醫療體系 總裁) 主持人:丁詩同 (國立臺灣大學 副校長) ● 講者介紹: 敏盛醫療體系總裁楊敏盛,於建國中學畢業後保送臺灣大學醫學系。大學初期曾因課業挫折一度萌生轉系之念,直至大三接觸臨床課程,親身感受到醫病關係的深刻意義,從而堅定了行醫志向。畢業後,他於臺大醫院外科服務八年,累積紮實臨床經驗,也逐漸意識到現行醫療制度對病人與醫師的限制。 1975年,楊總裁創立「楊敏盛外科開放醫院」,提出「醫療資源共享」與「以病人為中心」的創院理念,推動開放式醫療,打造醫師可自由進出、病患能充分參與治療決策的診療空間。此一理念在當時堪稱前瞻,也奠定敏盛醫療體系的核心價值。隨著規模擴大,醫院轉型為「敏盛綜合醫院」,並逐步拓展分院,發展成今日涵蓋多院所、橫跨急性與慢性醫療的敏盛醫療體系,為北臺灣重要的民營醫療標竿。 除醫療事業外,楊總裁亦長年投身公共服務,曾任桃園縣醫師公會會長,關注醫師權益與地方醫療環境。1975年加入桃園扶輪社後,更長期參與國際扶輪事務,歷任社長、地區總監、臺灣總會理事長及台日國際扶輪親善會理事長等職,積極推動社會服務與國際交流。 從行醫初心出發,楊敏盛總裁以改革者的姿態走出一條兼顧專業、制度與人文關懷的醫療創業路。他以醫者仁心與企業家的遠見,建構出以人為本的醫療網絡,為臺灣醫療發展寫下深具啟發的一頁。 ►►臺大演講網 Website: http://speech.ntu.edu.tw Facebook: http://www.facebook.com/ntuspeech

利用TPMI建立多基因風險分數|基因體醫學月會

拍攝日期:2025/12/08 主講人:范盛娟 (中研院生物醫學科學研究所 研究員) The Taiwan Precision Medicine Initiative (TPMI) provides an unprecedented national resource for generating population-specific polygenic risk scores (PRS). With over 486,000 participants who contributed both genomic profiles and comprehensive clinical records, TPMI represents one of the world's largest and most genetically homogeneous biobank cohorts. This large-scale dataset enables the construction of accurate PRS tailored to the Taiwanese population, addressing the well-recognized problem that PRS models developed from European datasets often perform poorly in Asian groups. The presentation introduces PRS as a method that aggregates the effects of hundreds of thousands of common genetic variants (SNPs) to quantify an individual's inherited susceptibility to complex diseases. By leveraging genome-wide association studies (GWAS) and algorithms such as LDpred2 and PRSmix+, TPMI generates disease-specific and multi-trait PRS models PRSmix+capable of predicting risk across cardiovascular-metabolic diseases, autoimmune disorders, and kidney-related conditions. The results demonstrate that TPMI-derived PRS generally outperform models trained in European cohorts, underscoring the necessity of population-matched genomic resources. Performance varies across disease categories: cardiovascular and autoimmune diseases show moderate predictive accuracy, whereas kidney-related traits remain challenging due to modest heritability and complex comorbidity patterns. Nevertheless, TPMI's large sample size has enabled the discovery of novel loci and strengthened risk stratification capabilities. Looking forward, TPMI PRS offers strong potential for clinical translation, including early screening, personalized prevention strategies, lifestyle guidance, and integration with AI-driven multi-omic health prediction.
